DIBT RULES AND REGULATIONS
Article I. PLAYER’S ELIGIBILITY
Section 1.01 All participants must be of Filipino descent either by blood or by birth.
Section 1.02 All participants must be within the age group of the division they are participating in, DOUBLE DIPPING IS ALLOWED IN 2011 AND YOUNGER DIVISIONS ONLY.
Section 1.03 ALL PLAYERS MUST BE ACCREDITED BEFORE THEIR TEAM’S FIRST GAME.
Section 1.04 Only players that are listed on the team roster, player photo form and were accredited will be eligible to play.
Section 1.05 All teams are required to submit electronically the team waiver/roster form, team photo form with a copy of the player’s valid passport or driver’s license and birth certificate to the tournament accreditation committee for eligibility purposes no later than June 1, 2023.
Article II. TEAM/PLAYER GAME’S ELIGIBILITY
Section 2.01 All players must wear the same team uniform (Full uniform).
Section 2.02 The maximum number of players per team is 12 players.
Section 2.03 LADIES OPEN DIVISION - MAXIMUM 4 NON-FILIPINOS ARE ALLOWED PER TEAM BUT ONLY 2 NON-FILIPINOS CAN PLAY AT THE SAME TIME THROUGHOUT THE GAME.
Section 2.03 A team must have a minimum of five (5) players to start the game
Section 2.04 A team will nullify its eligibility if caught with an in-eligible player like Non-Filipino or Overage. All games played by the disqualified team will be voided with a minus (-) 20 points per game credit. The opposing team(s) if lost will be credited with a win plus twenty (20) point credited.
Article III. PRELIMINARY/PLAYOFF ROUNDS
Section 3.01 All teams are guaranteed to play three games.
Section 3.02 PLAYING TIME: For 9U (2015) to 13U (2011) - Two, twenty (20) minutes halves, RUNNING TIME, last two minutes of the second half will be stopped time, open substitution. Halftime will consist of Two (2) minute break.
Section 3.03 PLAYING TIME: For 14U (2010) to 35+ - Two, sixteen (16) minutes halves stop time, open substitution, half time will consist of one (2) minute break.
Section 3.04 Three minute grace period starting from the scheduled start time. The gym clock will be used as the official time clock.
Section 3.05 All types of defence is allowed in all divisions.
Section 3.06 Extra period (overtime) for all divisions:
(a) One (1) two minutes stopped time overtime (OT) period will be awarded, if necessary.
(b) Only one 30 second time out per team per overtime period will be allowed
(c) If after the 1st overtime, the game is still tied, the game will be ruled as TIE. This rule only applies in the first 2 games (PRELIMINARY ROUND).
Section 3.07 ALL DIVISIONS.
(a) All games must start at the scheduled time. Warm up must be done prior to the start of the game.
(b) Each team is allowed to call Two 30 second time outs in the first half and Two 30 second time outs in the second half. Time out not used cannot be carried over.
(c) DROP BACK RULE: If a team is leading by 20 points or more points they must drop back behind the half court line to allow the losing team to dribble the ball unimpeded and established a frontcourt status. First Violation will be a warning. Second and succeeding violation will be a bench technical foul allowing the other team two free throws and ball possession.
(d) Two (2) free throws are awarded to the offended team when the opposing team commit it’s 8th foul and every foul there after in a half time.
(e) In addition to all the House Rules, all applicable FIBA rules apply.
Article IV. PLAYOFF ROUND
Section 4.01 To be eligible in the play-off round, a player MUST meet the following requirements:
(a) A player must be accredited, listed in the final roster form and player photo in the team photo form.
Section 4.02 TEAM STANDING and TIE BREAKER is determined by (in order)
(a) Win/Loss record
(b) Head to Head (H-H) In case of the two tied teams played each other in the elimination round.
(c) Point Differential (PD) – points your team scored minus the points you allowed the other team to score. Points in favor is CAPPED at 20 points per game. A team can only gain a maximum of 20 points per game.
(d) IF 2 OR MORE TEAMS ARE STILL TIED, THE LOTTERY NUMBER WILL BE UTILIZED TO BREAK THE TIE. LOTTERY NUMBERS WILL BE DRAWN AT THE TEAM LEADERS MEETING BEFORE THE TOURNAMENT.
Article V. TECHNICAL FOULS/EJECTIONS/PROTEST
Section 5.01 Technical Fouls and Ejections
(a) FIBA RULE APPLIES
(b) ZERO TOLERANCE FOR FIGHTING: Player(s) and Coach(s) involved in a fight, racial slurs, harassments and verbal abuse against players, coaches, staff, referees, volunteers and spectators will not be tolerated and will result in an automatic suspension for the remainder of the tournament.
Section 5.02 Protest
(a) Protest against age qualification and nationality of a player will be entertained throughout the tournament. In the event a player’s eligibility is questioned and a protest was filed, the subject player(s) must present his or her valid passport or Driver’s licensed and birth certificate to the tournament organizers upon request to determine his or her eligibility. Protest must be filed before the conclusion of each game.
(b) If a player misrepresented his or her age and nationality, the team’s previous game results will be reversed. The opposing team(s) will be credited with a win (+20 points).
(c) Tournament officials will only entertain complaints and protest from the club leaders or team representatives.
